You could give Brentacre a shout. Ok, I'm 40, but I've got my Beetle insured with them. Couple of the guys in their office drive aircooled, so they know what they're talking about. Even if they can't insure your lad, I get the impression they'd be able to give you advice on how to get him covered.
Classicline have been great for me, insured my Victor when I was 21, unlimited mods. It was on the NSRA policy but I'm sure they will insure a 21 year old on a stock car at a good price

The advantage you may have with these is that they're not just brokers, but actually insurers. Essentially this means they can underwrite risks with their own pen. A broker on the other hand may have a deal or some ability to override premium but they're still having to follow the underwriting rules of their insurer panel members.
