Petrol will kill them and is cheaper than roundup. Don't waste your time buying the garden centre of roundup, it's too diluted. Find someone who has a poison license (farmer, landscaper)- they will have the good stuff, you can't buy the good stuff now without a license 

Back in the 70s my dad had a weed problem and spoke to a mate of his who worked at a chrome plating company. He gave my dad some cyanide which he put on the weeds. It wiped out everything within the street according to him.
Can you hire a proper petrol strimmer with a blade to reduce it and then put your weedkiller down
It could also be a load of cobblers knowing my dad.
Re the rats, are there bins, takeaway food chucked on the ground etc as that attracts them.Poison them, borrow some terriers and get them gone

Best method is to cut them off about 4-6'' above ground level and clear the debris. when they start to grow again hit them with the weedkiller. This way you will use less chemical and get a better result. If you go the Glyphosate route something like 'Clinic Ace' is around half the price of roundup and practically identical. Either way someone with a spraying licence will be needed for the concentrated stuff from one of the landworkers supply places such as mole valley farmers.

Practically all the decent off the shelf to the public products have been banned from general sale, which is a good thing as they can do a lot of environmental damage if used or disposed of wrongly. You used to be able to get a product called SBK brushwood killer off the shelf - not sure if its still out there but works well on hardy mixed growth.

Once its died off and under control a thick layer of grass cuttings works well as an environmentally friendly weed supressant, to ensure any regrowth from the roots is held back.

I have done the courses for spraying as I needed it for the farm but the ironic bit is it is the ordinary Joe can still buy the spray and it is only commercial users who need to do the course and stupider again the PA2 certificate will cover you for the biggest machines available but you need the PA6 for a knapsack. Pets will be ok if you keep them away w
hilst spraying, were the problems come with spraying is watercourses ie people mix more than they need then pour it down the drain or throw the containers open into the bin.
Ps buy your rat poison now as thi will be withdrawn soon and a course will have to be done to let you buy and use rodenticides

I'd go with the suggestions to get rid of the rats. The water bucket method sounds the most pet friendly.

Personally. I keep the Stinging nettles and Brambles because they're free security at the fence line
