    It's safety when it suits- You are now safer on a construction site than you are in public areas, for example schools, when I was a county councillor I tried to bring in a policy for school traffic management similar to what I used in construction i.e. pedestrian routes, drop off and pick up points, delivery times that do not conflict with the schools busy times, inform parents of the arrangements etc.. all to prevent the daily chaos at the gate and prevent injury. result- no chance, we have no funding for new policy at the moment but feel free to set up a voluntery group if you like. Problem with that is it has no teeth and no enforcement powers.
    It should also be considered that the children have limited awareness of traffic, unlike the adults working on construction site who do but must use the pedestrian routes, wear hi viz, PPE, be inducted and so on. If any of these conditions are ignored they are removed immediately from site. What I am trying to say is there's a huge imbalence regarding health and safety, the liberty has been taken away from the working man to such a degree he no longer has the ability to makes decisions on his own. safety has gone to far in this respect when you treat grown adults in such a patronising demeaning way, and yet the most vulnerable the young at the school gates are ignored. The worlds gone mad!
