Ok up to speed now (hopefully) the bit between the grille and the bit already there; you could probably make that on a set of rolls, by just rolling the centre and bending the sides whilst still held in the rolls.
Just a passer by as you might say.

Think youve ansered your own question, if you cut the horseshoe shape from mdf or ply then stack 2 or 3 and radius to suit theres your former Ps, 4" grinder with a flap disc will shape yor wood former easy,

Ah a flare.... what I would do (you can audibly sigh at this point) is a wooden former inside cut to the cowl curve extending past the bottom of the cowl, and bend some flat bar around the outside secured to the former at the bottom; the cowl is then sandwiched between the two and you can tap away at the flared section.
Just a passer by as you might say.

you know those arch roller tools you bolt to the hub and rock the tool back and forth to roll the lip of your wheelarch? could you make an adapter and bolt one of those to the column and roll that flared shape into the cowl? just another daft suggestion you can feel free to ignore but hey ho i had to try
    neil.
need a job done on your project? i may be able to help.
