If you have an existing MOT it doesn't ask the question about VHI declaration as that is only relevant if you want to claim MOT exemption
I read through all the guff at the time and it doesn't specify if rolling or not .
Even if it did you've got to rely on DVLA remembering to do it !!
In reality the date should be fixed at 1998 , the introduction of SVA or maybe even 1985 and the formalisation of the 8 point rules?

so the 30 year bit was just a nice sounding figure as it doesn't relate to anything.
I had to phone dvla a week or so back due to not being able to tax a new historic scoot online with the new keepers bit.ended up doing the tax on the phone and was asked if scoot was modified,but not in any timescale.
When they started the VHI discussions it was focused on 30 years.It then got modified to 40 years to line up with Historic but DVLA didn't tidy it all up properly...can see no other logical reason why 30 years.

Recently done the Edsel no tick box , just done the J type Bedford 1964 had the tick box for no modifications
I think this is down to the pre /post 60 coming under different regs . Pre 60 was exempted by EU law , post is exempted by virtue of VHI regs , two different things . Same as if you alreday have a valid MOT it won't ask if it is modified as you are not claiming MOT exemption.
