Sounds like the filler neck has been cut down to me. It should be a really long tube that pokes through the boot floor and all the way out the side of the car.

Another thing to consider, is that the Pop tank is vented through the cap, as it is designed to have the filler on the out side.

It should have a breather pipe added that also goes out through the floor, and the cap should be replaced with a sealed one. The breather pipe should be a long pipe that crosses the boot a couple of times, well above the tank so that in the event of a roll over accident, or even hard cornering, the fuel does not drain out though it.

You can get the catch / funnel bits from Rally car parts suppliers, if you do not want to make your own.

Might be easier to just restore the neck to standard, and fit a locking cap.

if you have a tank with the filler neck inside the boot! it needs a catch/funnel round the filler to tack spillage to the underside of the car. otherwise when cornering hard fuel could escape via the cap and fill the boot. unless of coarse the boot floor has a big hole in it you could fit the battery in a battery box with a lid
