350 SBC fuel pump and evap canister line Q

The fuel pump on the side of my 350 has 3 lines going into it - one presumably being fuel in, the hard line going from it to the carb, but what would the third, smaller diameter hose be for? Return? (See crappy pic here below)

There is no return line on the truck.

Also, from the removal of the I6 I have a line running from the tank to the radiator/headlight/slam panel which went to the evap. canister. I guess that this was an alternative to venting a fuel tank breather to air but I'd like to get it away from the engine bay now there is no canister. What are the preferred methods of doing away with this?

    Truck is a '79 C10.

I am aware that the second hose take-off is for fuel return. Can I run a fuel pump to a 4 bbl carb without a fuel return line?
