    It's just that even the most incompetent machine shop would have trouble mis-balancing a crank to such an extent that it vibrated at idle.

    I may live in East London, I may have a number plate that reads "Chopt", but I do NOT use 6" wheel spacers!

    it didn't vibrate before , you changed the crank and got it balanced and now it does , therefor it can only be the balance job they have done , the 400 is external balance so weighted damper and flex plate are required .

    Assuming valve timing and ignition sequence is correct it does point towards the mechanical`s , compression tested every bore ?

    Ignition timing is OK and it starts easily, I assume valve timing is spot on as it starts, idles and revs well. It runs well but shakes quite badly. it gets worse up to about 3K but smooths out a bit if you take it higher but still not right. Ian knows what he's doing with the build of the engine and it is externally balanced. I did a vacuum test and that all looks good and shows no issues. No misfires, popping back, running on and starts on a flick of the key and firing on all cylinders.

    as i said before ian if they balanced it without either or both of the damper and flexplate fitted the assembly will now be internally balanced and the easy check is to remove the flexplate weight. if its better but not 100% fit a 350 damper to complete the smoothing.
