What sort of rpm would I expect to top out with this any idea ?
When you're driving the car, do you intend to drive it hard and ring it's neck?. If so, it does just sound like the missing piece of the puzzle is the converter - you already know that anyway. I don't think you need to go anywhere yet for tuning as the most important part of the whole engine and trans is not complimenting the car at all.
Any tuning effort when the converter is sucking a considerable load at low rpm will make it hard to tune. Anything to make it driveable will be a compromise as a result of this mis-match. I'd be looking in to a suitable converter before you go to get it setup.
If you floor it at say 10mph, what rpm does it immediately pick up to or does it just feel unresponsive?

I have not done this yet but I will tomorrow, as of now when you put your foot down when stationary its like I have just taken my foot of the throttle it goes like a snail
There might be other aspects like her carb to deal with too if it behaves like that.
