Strap it to a cement mixer, put a handful of nuts/bolts inside with a gallon of patio cleaner an let it run for an hour before taking it off and re-mount it the other way so both sides get cleaned. Take it off when done & wash it out then use one of the fuel tank sealers from Frost restoration company to seal any remaining crap/pin holes.

clean it best you can , then use the frost product, the kit comes with a high strength rust buster type marine grade cleaner, and a sealer to slosh around, used it a least 6 times on all my motors and works very well, you will waste a lot when you tip it out but jobs done, any spare i coat behind bumpers etc before it goes off, tough as old boots, up to now, had no issues once done, so i do every motor whether it needs it or not, best money you will spend
