Because you mention HEI , I will start there , just one + wire would run this distributor the 2 nd. wire is for the Tach.Try running a temporary live wire from the battery , On the HEI I have in my hand right now ,there 5 Wires in total so 3 wires( red yellow and Black) are into the dist via the plug .so they are not easy to get wrong , the the pair of terminals go to the car , one to the Tach and the other to the ignition switch sometimes via an ballast resistor .Also is there any possibility an earth wire from the engine to chassis/battery is not as it was before you rebuilt? Maybe the problem is with the fuel system.

Did the motor have an HEI on it before? when you changed the dizzy did you also change the cap? if you didn't, it could have a faulty coil.
If it had a points dizzy before check whether you have a ballast resistor in circuit, The feed to the HEI batt connection needs to be 12V with no ballast resistor in circuit on all the ones I have seen.
is it carbed or fuel injection a bit more info would go a long way, av you checked for spark or is it fuel related

And Stueee you are absolutely correct , no balast resistor with HEI , my bad .
hi the problem started with missfire on two or three pots then nothing replaced modul still no spark so got a uprated hei from the us still no go this a new one conplet ?
Don't discount the obvious, you need to make sure that you are getting a good live feed to your dizzy, one way to make sure would be to run a live wire strait from the live on the battery to the terminal marked ing on the hei . If it fires then the live feed is the problem but if there is no spark then i would investigate further at least one problem has been eliminated. If it stated with a missfire it could be the coil breaking down or even just a dodgey live feed, don't forget that engines generate a lot of heat which sooner or later effects wiring and connections.
Maybe a needle blockage in the carb??
