I had the Carter AFB 500 (Weber/Edelbrock) on my Rover and it was way better than the Holley.
Also, can't you re-work the roll cage to give you room? We've had mods done to Deb's Camaro cage to get the 8.50 tag.

My Cortina weighs ~1200kg without me in it and without nitrous it used to run ~14.3 with a 3.5 Rover, Viper Typhoon cam, Holley 390, Offenhauser 360 cam, *something* heads and manual box. At one point I put it on the rollers and had 165hp at the wheels which estimates to about 200hp at the crank.
I had early on run it with an autobox and SUs, but I forget the ETs as I only ran it at the track like that for one meeting - possibly a 14.9.
Sooty rich sounds like a simple re-jetting is required, running that rich will kill performance.
I never did this, but it would be easy enough to see if the carb is large enough by connecting up a vacuum gauge to the inlet and seeing if it starts to pull vacuum at high rpms. (I see that a tiny bit with my current EFI setup - maybe 4kPa vac at the top end.)

I have a similar tune 3.5 Rover which initially had the same overly rich issue. Solved the problem with installation
of #51 jets in the carb , use of a red holley accelerator pump cam, and Champion RN12YC spark plugs. You might also acquire some #50 jets just to try.
Motor is a tractable beast that comes on the cam at 3500 RPM. RN14YC spark plugs are the next hotter plugs should you need them.
Ditch the rover boat anchor and put a small block in , waste of time and money getting power from a rover V8 . a good wrench 350 with a cam would produce more than rover that has had ££££ spent on it
