what is involved in narrowing an i beam, the one i have is 51 inch wide and would lke to make it 48inch. is it best to cut the 3 inch form the centre and make new batwing plates, or to cut both ends and re weld .

Make the cut in the centre. Make the cut in one axle half so that you have a three inch "tongue" i.e. cut back the top and bottom of the beam. Then cut three inches out of the centre web on the other axle half. When you put the two halves together, you should have the maximum length of weld in the joint and an axle that's three inches narrower . Make sure that you make some kind of jig off the kingpin eyes or perch pin holes to keep the alignment when you weld the axle back together.
