There should have been a note in with the new document explaining why they're doing it.
I look after a fleet of 50+ cars at work and the new documents have been coming in a random way. Even though we have a few consecutive reg numbers the new documents don't come in registration batches so they seem to be working some weird random system.....but then this is the DVLA and we can't expect logic.
They got stolen a few years ago. Apparantly a batch of blank docs was printed in the wrong shade of green. They came with a unique serial number in the top right hand corner. In the trip for disposal they were stolen. You can find out the range of numbers that were nicked. So if you buy a car its worth checking the V5 number as many have been used fraud.
