Once had something that sounds similar to this. I spray painted outside with matt black aerosols. Car came out with patchy white areas, Was told it occured due to moisture in the air (it was fairly damp). Ended up going over it again.
I've found you've got to wet it all up just like your spraying gloss, and let it dry even. If you dust it on like basecoat the effect will be uneven. Hope this makes sense.
its technique, too heavy in some areas will have a sheen or gloss, dry in others will have a matt but grainey effect. As as been said, overlap and paint a wet edge,
